60\'s metal coating-what is it?

I was useing a wirewheel to do some cleaning under the rear seat in my 66 chevelle,What coating did they use for the interior metal?It looks darker than gray primer but is very hard to remove.It's also pretty thin.I want to put something on the bare metal on the floorpan,on the braces between the back seat and trunk,on the side panels where the windows are etc.I know DP-40 and HOK's KP-21 is good stuff but,I'll have to top coat it,I'm not sure paint is the way to go,you'll never see any of this but I want to make sure it's protected against rust.Any suggestions guys?

I went to the paint supplier today and asked him what to use,I wound up priming and got some type of aluminum color paint from him,it's kinda metalic,I had it clean so,I primed it and tried a section with the paint,It looks just like new metal.

I'd use DP or a similar product.
Remember you can brush it on if its not seen
Then over the top you could use a rattle can rust proofing wax that is a water repelling substance.
