Ever since the catalyzed primers came out, IE: epoxy primers, I stopped using it. Let me re-phrase that: Since the epoxy primers came out that you could actually sand, I stopped using it. The first epoxy primer was so tough, if it sat more than a few days, it was like sanding the garage floor. I hated it. Now, they sand much nicer, almost like a lacquer primer.

The thing about lacquer primer is that it locks nothing in, and when you paint over it, a lot of stuff comes back through, like sand scratches, etc...... Epoxy tends to seal these types of problem areas and does not allow them to come back.
They are much more expensive, though. If you can afford it, buy the good stuff.

Yeah, lacquer primer is only good if you're going to paint with lacquer. Not only will it suck up into sandscratches but alot of the sealers and basecoats don't like it unless it's fully cured or OEM (which doesn't exist anymore).Fully cured lacquer also takes a long time to do it.
