Base coat question

I typically used House of Color paints, I recently had to match a job and had to use RM base color, I put down 3 coats and was not able to clear. It's now been 24 hours, can I put clear down, do I need to wet sand, can I wet sand or will it show or do I need to sand and put down a wet coat and then clear?

If your base has any pearl or metalic in it you cant sand that or you will see every scratch. if it is just a plain base you can get away with sanding with 1000-1200 wet and then clear and you should have no problems. I have done this very thing and have had no problems. but you cant go wrong with sanding and putting down a fresh base.
