I would like to paint an electric bass guitar Black with Blue Ghost flames, kinda like you did on the 79 vette. Could you please tell me what materials (the inexpensive the better) to use and what procedure to go with on this project. I have an airbrush and an HVLP setup, which would be better? Here is a picture of what I'd like to achieve.

Hello,
I would suggest buying some House of Kolors Colbalt Blue (basecoat Kandy), and some gold base. You can spray the darker flames directly over the guitar base, remove the tape, then clear the guitar.
Resand the guitar (I would use 600 grit DA) to get ready for the second layer. Now layout the second layer of flames. This is where you can give the intertwining effect.

Now spray a coat of gold over the second layer. Spray the candy basecoat blue, remove the tape, now reclear the guitar again.
I also appears on the first set of flames, the just sprayed the outer areas of the flames.

It appears that they could have also sprayed a coat over the base of the guitar. It looks blue more than black. Could just be the photo though.

I can give you an estimate if you don't want to tackle it.
