If the plastic piece you are talking about is 'new', I would think it would come primed.
If they are already painted, no special prep is needed. Paint them like a regular painted part.
Or unless they are extremely flexible, but I would think they would be a semi to rigid type plastic. Haven't seen a motorcycle plastic part that is very flexible.
