hey guys!!!
All the advice on the site is extremely helpful. Just a though, but how about using carbon paper (like the one between duplicating paper) to trace out the outline of the flames first. Might help get some good outline to tape around.

I DONT KNOW IF THIS WOULD WORK OR NOT. THE THING THAT SCARES ME IS THE FACT YOU WOULD HAVE TO PRESS PRETTY HARD TO GET A GOOD OUTLINE. I LIKE TO USE THE POUNCE METHOD TO GET GOOD PATTERNS. GET A PIECE OF MASKING PAPER AND TAPE IT TO THE SURFACE TO PAINT, LIGHTLY SKETCH OUT YOUR FLAMES, REMOVE THE PAPER AND TAPE IT TO A FLAT HARD SURFACE LIKE A TABLE (NOT THE SURFACE TO BE PAINTED), DARKEN YOUR LINES, TAKE A POUNCE WHEEL (AVAILABLE AT A CRAFT STORE OR FABRIC STORE) PREFFERATE THE PAPER BY FOLLOWING YOUR LINES, TAPE THE PREFFERATED PAPER TO THE CAR OR WHATEVER YOU WANT THE FLAMES ON, FILL A CLEAN SOCK WITH CHALK, POUNCE ALONG THE LINES LEAVING A PATTERN, REMOVE THE PAPER, NOW YOU HAVE GOOD LINES TO FOLLOW.
