Do i need to strip?

Alright guys I have a few question about the paint on my car, before I start prep for paint. The car sat outside in the Florida sun for two years when I was at school. The clear is coming off (see pic below). I was wondering if I have to strip the old paint off or if I can just scuff the clear and paint over it. also I was rear ended by a very pretty drunk girl and I have some spiderweb cracks on the rear bumper. What do I have to do to prep this? Here is some pic's of the car as it sits. any advise is MUCH appreciated. thanks guys.

I would just go ahead and use 180 grit DA and 'at least' sand all the clear off. This should come off very easily.
I'm sure in some spots, you will go through the black. This is okay, but be sure and keep the DA flat. Once you do this, you can prime the car with a good epoxy primer.
Then you want to 320 the complete car
When it's in the booth, spray some black sealer.
Then spray your black basecoat
Then your clear
Wetsand and buff
