Flat clear over semi flat clear

hey guys... I just had my tank painted on my bike. I asked for a flat black scheme (as this is what I had prior to the new paint job) and showed him what I was looking for (referenced the tank as it was then and a picture of another). When I got the tank back the paint job was AMAZING but the black was glossier/wetter/shinier than before.

What I want to know is this.... can he simply spray a second flatter clear over the tank to dull it down or would it involve starting over?

he could shoot clear over it again, if the buildup of the previous paint job was low. you don't want too many layers
