Ghost Flames and a Rookie

Ok, I have been poking around here for a few weeks and what an informative site.
My dilema:
I recently removed the side molding of of my truck only to discover some cheesy paint work. Looks like there was damage to the truck and it was repaired rather hastily. It looks ok from a distance but as you get closer you can see a white behind a light coat of blue and a paint line (riged paint build up) where they taped off the molding and sprayed. Photo
I am not a rich guy so I am going to try and wetsand the ridges out. I thought while I was going to do some damgage to the paint I might as put some ghost flames on. Now I realize I need to poke around here somemore but thought if anyone could throw tips my way it would be helpfull. I am waiting for the weather to clear up and the gumption to commit myself to a long process. I have an Idea on what I want and have tested the design in Photoshop too see how it looks.
I figure if I screw it up I needed to have it painted anyways. In the meantime I am going to do a lot of reading and find me a piece of sheet metal to practice on.
