golf Cart

I have someone wanting me to paint a golf cart. It is an EZ-Go and is green in color. He wants it to be Royal Blue all over with no graphics. Do I need to sand down to the bare fiberglass/plastic and primer/base/clearcoat or can I just scuff the existing surface and base and clear?

THE GEL COATS ON THOSE GOLF CARTS IS DURABLE SCUFF IT WITH 400 GRIT PRIME TO FILL ANY CHIPS AND SUCH THEN SHOOT THE COLOR COAT WITH THAT YOU SHOULD BE ALL SET. WHERE IN MAINE ARE YOU I HAVEN'T BEEN UP THERE IN A WHILE BUT MY COUSIN LIVES IN THE BIDDEFORD AREA

Hey Kelley.
I paint alot of EZ-Go carts and Den is right, a scuff with 400 wet is usually all I need to do. If you have any chips or nasty scratches to fill in, Evercoat Polyflex putty works great.
