Graphics and Clear Coating

If you're talking a vinyl kit, yes you can clear over them.
But why? If you're going to paint it next year why waste the money. In order to bury the vinyl to make it smooth you'll have to likely clear it in two sessions. Then buff it out.
I would just put them on and leave them alone until you paint.

I bought a new bike this winter and I'm starting to customize it. But I can not afford the custom paint I want till next year. I have these pretty cool graphics that would go nicely on the tank. That would make my bike a little different till I could afford the custom paint. Would I be createing a problem if I had the graphics clear coated? Knowing I will be doing custom paint next year!

Stay away from the clear if your doing a vinyl graphic your asking for trouble when you want to respray your bike. A lot of sanding. If you just put the graphic on and a year goes by, all you have to do is use a heat gun to get them off.

Watch out and make sure that the tank is complete empty, your in a ventilated area and you use the heat gun spareingly or you can cause major damage to youself

I'd wait myself but if you really have to do it now do it in paint or just stick on a sticker (which is really cheap looking).If it's done with paint another coat of stripper will remove it or the decal can be easily removed if not cleared in.Doing anything will probably bump the price of prep work up a little since it's creating more work to remove.The more that's there to remove means more time to do it which means more $-not only then but now to do it also.
