What are you trying to do? Paint Shop Pro 7 and Adobe Photoshop are the two mainstays in graphics software, but neither of them work well when trying to make 'templates'.
No one template is going to fit any two cars...every flame job is different, and it is MUUUUCH easier to lay out a set of flames by hand than it is to try to follow a template that really wasn't designed for that particular car, anyways.
If you've already hand-laid out the flames in blue fineline on one side of the car, and you want to transfer the flames to the other side, graphics programs aren't really going to help...just get some 18" wide butcher paper and a pencil and "scribble" on the paper with it laid over the taped-up flames. You'll get a drawn-template of the flames...use a pounce wheel to punch holes along the tape lines....then align the template on the other side of the car and 'pounce' it with a pounce bag or a sock filled with chalk dust (like the dust that is in the chalk lines) then just tape along the lines....
