HOK KP21 primer question

Finally getting around to trying to shoot some paint on my bike. I'm using HOK KP21 primer. I mixed up the base and activator 2 to 1 per the tech sheet. It was like mixing oil and water though. It seemed to start separating immediately. When I filtered it, there was a sludge in the filter that gradually seeped through. Best analogy I can think of is what it would be like pouring out a mug of hot chocolate that's been sitting around for a couple of hours. My confidence was not high regarding the primer, so I never even sprayed it.

Did I not mix enough or what? Any ideas?

Sounds like maybe the stuff sat for way too long and then didn't get shook up enough. It's the only thing I can think of that would cause that result.
