The tech sheet says do not apply over old paint. Do I have to strip? If so what works the best on fiberglass and metal

a DA Sander will work, but be careful sanding on fiberglass with it.

They have Aircraft brand paint stripper, that is some potent stuff though and will burn your skin! There's two versions one for metal and one for fiberglass. MAKE sure NOT to use the metal on a fiberglass piece 'cause it will eat holes in the fiberglass. Find an auto-supply store near you and check there for paint striper.
