im looking to paint my car. its a nissan 240sx coupe. I was thinking of a pearl white basecoat. the previous owner already painted of the factory paint. so should i sand to the factory paint color (white) then primer, then spray my paint? or sand, and then spray my paint?

I also need advise on what kind, how much, and where to get the paint. i will be painting it inside my garage, with a hvlp gun.

You should really strip it since it already has two paint jobs, but if the second paint job was done correctly, and was not a tri-stage, you could just get away with just sanding it and priming the bad areas, then seal it with a white sealer, then paint it.
I would definitely avoid painting a tri-stage white pearl in your garage. As this will show every little piece of dirt. White is bad enough, but white pearl is even worse.
From what I see in the link, that would be enough paint. It also appears to only be a basecoat/clearcoat (not a white pearl tri-stage paint)
