Yes.
As long as you sand or scuff the entire panel you plan on flaming. If you just scuff the flame area and clear the flames only, you'll have a monster edge. I single staged my old van and came back to flame it. All I did was red scotch brite it, layed and sprayed my flames then cleared everything. Looked and worked great.
This works on solid colors only.
If you sand metallics you will ruin the paint job.
If it is a metallic try an adhesive promoter on it first then clear the area. Once cured, sand and lay and spray. You won't hurt the metallic base this way, the clear will protect it.

The DuPont Chroma clear will work fine.
I use to use the 7600s series now I use the 4700
Hyper Cure series.
You got the steps right but, I would use a wet red
scotch brite and skip the adhesion promoter.
The scuffing will provide all the "tooth" you'll need for the flames and clear. Make sure you eliminate all the shiny spots.
Use a base coat paint not single stage.
The clear will seal everything in since it's catalyzed.
Good luck and let us know how it turned out.

thanks ddg..the car is white so no metallic issues..do i need to use an acylic clear?..i plan on using some dupont chroma clear that is typically used in 2 stage systems...i think its uerethane...and can i use a 2 stage base for my flames?..this is the plan if it will work..scuff the whole car with a gray or red scotch brite pad.....clean it with wax and grease remover...lay down my flames then shoot on an adhesion promoter..spray my flames..(what kinda paint should i shoot the flames with?..2 stage of single?)..then clear the whole car...will this be ok?
