What exactly is the sg100 intercoat clear used for. What are the working time frames and do you need to scuff it before do any artwork or clear. I have scuffed the panel twice now and every time i let it sit for a while it seems to lock back up and get glossy again.

I NEED ADVICE PLEASE!!!!

We use it to mix pearls in or the House of Kolor KK kandies.
We also use it to user over the bigger metallic bases along with graphics just in case of a mishap. This way you at least have a a chance to sand the bad area before going into the base or graphic.

You don't need to scuff it before artwork. It's like basecoat except it's clear. So treat it as though it's a basecoat.

Normally we don't let it sit that long, but if you want to be safe, you can just take a piece of 1000 grit wet.
I wouldn't use a scotch brite scuff pad if that's what you planned on using.

well i have let it sit then sanded with 1000 grit and if it sits for like an hour or 2 it like locks back up and becomes glossy again. What causes this? This has happened twice now

Not for sure what you mean by "locks back up"
As far as the gloss coming back, possibly you have alot of material on there, and some of the shine is coming back since it's still curing? Not for sure on this though.
That's the only thing I can think of. Don't lay it on like clear. Spray it like a basecoat. See if that helps.

Are you wiping down with wax and grease remover or reducer? Maybe its reactivating the intercoat?

I had the same thing happening with actual clear, had it all scuffed up, but when I was cleaning it, it would go shiny again. Cleared again and there was no problems ;)

My bad bro, fixed

To answer the original question, SG-100 is the carrier for HOK's basecoat paints, but just the carrier, no pigment. So you treat it like any other basecoat. Being a clear you can mix toners (KKoncentrates) or pearl powder or flakes with it, but otherwise its just like every other HOK basecoat. I don't believe it can be sanded, but I think their information manual says you can skuff it. I don't do either.
