need help!! i think i just bombed my car

im painting my car with sherwin williams ATX brand i believe its oil based. before i paint my car i cleaned every inch of my garage and for some reason alot of dust appearing from no where even my garage is fully closed. is this due to the oil based paint? the guy who is painting my car told me it probably because its oil based. now i have my car painted (just the color not clear yet) the car feels like a sandpaper due dusts stick on the paint. my painter told me to just wait 1-2 days n wipe the car with wet rag so itll remove the dusts on the car so he can put the clear. now this is where i need tips from the experts. i tried to wipe it without any pressure and i can see the primer, it looks like the paint doesnt stick on the car and the weird part is, its only happen on some part, the other part i can just wipe it with my fingers and it took some dusts off which is a good thing but the other side of the car i cant do anything to it because it feels like the dusts really stick on the car. any tips so i dont have to sand it and repaint it again?

ATX is a Solvent based Low VOC paint and According to the tech sheet you should be able to wetsand it in 15min
and you should be able to Clear in 10min (Pretty fast stuff if you ask me)
if you wipped it down to primer you will need to sand it and rebase make sure you use the right reducer for the temp your spraying also.
it also says you can go up to 7 days before clearing but anything over you need to remove the basecoat and repaint (I have never seen this before)

What area wiped off? Was it Plastic? like a bumper?

Since it's only in base, why wouldn't you want to just add more coats of base? All you need to do is sand it smooth and add more coats.
Sounds like you'll need to do this anyway.

You mentioned that the garage was clean, but you didn't say anything about blowing the car off. This is a HUGE step into making sure the car is clean.
You should blow this off before it's even in the booth/garage.
Blow out all jams, mouldings, trim....

If he did this, then possibly he just put the base on so dry it appears to be dust specs.

You might want to wet down the floor of the garage right before painting.

Just as Taz mentioned, make sure you wet down the floor. Also depending on the temp and humidity blowing it off will cause static electricity
which will attact dust like crazy. Wet the floor, blow it off, then lightly tac rag it . Make sure you wear a shootsuit. Much of the dirt nubs in a paint job come off you.
