Need help

Hello everyone..
I recently joined this forum to ask about the issue I have.
I recently got bonnet of my car repainted and now it has some kind of hazy brown thing.. please suggest a solution and reason of this problem..

If it doesn't polish out (which I don't think it will), it is something (old paint, primer, filler) bleeding up from under the paint. Needs to be stripped down and repainted.
