Paint Gods

I need the paint gods to answer a question for me....When painting a bike using a basecoat and three different pearls would you put the pearl ghost flames right on top of the base coat under the pearls or on top of the pearls before the final clear coats....???

i'd put the flames on top of the pearls. to me it adds depth and crispness instead of a cluster of stuff.
