Painting Motorcycle Trailer

I am thinking about painting the cargo trailer that I pull behind my bike. It is a home built trailer made from a trailer kit from Harbor Freight and a Sears cartop carrier, it can be seen here:

to get an idea what I'm dealing with. The carrier is made from ABS plastic and has a slight pebbled surface. I'm thinking of using some liquid sandpaper to remove the gloss. I would like to build up the primer coat enough to smooth out the surface. Is an epoxy type primer better to use for this and will just the liquid sandpaper be enough to get it to stick or will I need some type of adhesion pomoter.

I just did mine over the winter.
I cleaned it up real good (It had a few miles on it. Two trips with rolling thunder to DC) then the wax and grease remover. I decided to try it without the adhesion promoter and went with an epoxy primer after a good wetsanding. I'm sure the liquid sanding stuff would work.
After the epoxy it was the same as any other job. So far it's holding up pretty good. Going to take it to PA in july for a camping trip. I'll see how it looks after a few miles on the highway.
