Painting over OEM paint

Hi folks,
I've got a customer that is really tight with his money. He wants me to lay some flames over his OEM BLACK paint after scuffing up the OEM clear. I told him this is very tricky because too much sanding and I'm into the base coat, too little and there'll be adhesion problems.
Anyway, I know the proper way would be to use Ko-Seal over the very scuffed up clear, but the guy is trying to keep it as low as possible. I wish I had sent him on his way but I'm already into it.
My question is this, after the flames are laid out, masking removed, and time for clear coat, should I be sure to use adhesion promotor on this before clearing?
The customer knows that if there are any adhesion problems they are on him, not me but still I'd like to see the clear stick regardless.

You'll be fine with a gray scuffy or 800 grit the clear,then spray,I wouldn't use the ko-seal.Just make sure to gray scuff the edges or any place your afraid of breaking thru.Jim

You don't think I need to apply adhesion promotor? I hate to use it if I don't have to cuz it's just one more chance for dust or snots to pop up.

No,as long as it's totally scuffed for bite and you don't miss any spots,you don't need it.When there are places you just can't sand,it's a good insurance but on open panels,I don't use it.Jim
