Plastic/urethane bumper covers- how to paint?????

I just bought a Roush bumper cover for my F150, it's very flexable (plastic?), I need to paint it black, it's raw -no primer, how should I start this project? Should I paint it first, then install, or paint on the truck?

It's easier to paint before you install it,Here's how I do it.First you need to get the mold release agent off.They sell a plastic prep but, rubbing alcohol works too.then scuff or sand with 400,rewipe it down,use an adhesion promoter or plastic primer,prime and paint.I put flex agent in the clear just to help with spider webbing later.Jim

Hello,
If it's already primed, I would treat it like a normal painted part.
I would sand it, seal it, and paint it.
if it was raw plastic, then I would prep it differently.

Edit, since it is raw, you will need to clean it with a special plastic cleaner. Then I normally sand it with a red scotchbrite, then use "BullDog" adhesion promoter. Then paint it.
You can use any good plastic adhesion promotor though.
