PPG Harlequin over black? Will it work?

Gonna paint my son's Sporty. I plan on black base with Harlequin flames. (Harlequin is PPG's version of the stuff you add to clear or intercoat clear that changes colors depending on the angle of the light.) Can a guy shoot that stuff over black, or do you need a different color underneath?
