Question about catalyzed vs uncatalyzed

When laying out graphics, is it acceptable to put your pearls in a binder, then shoot it over a hardened clear, then clear the binder with catalyzed clear?

I was just wondering about the affects of the uncatalyzed material in between the two hardened clears???

I really don't want to tape off my graphics directly onto the basecoat before clearing......
