repaint and clearing over decal

I painted a gas tank with Deltron and then cleared over a vinyl decal with 2021. I got some small bubbles under the decals. could this be from gassing off?

Anyway, due a leak and other issues, some welding had to be done and paint needs repaired. But rather than repair I am going to do a repaint.

Rather than strip the tank, I want to just sand the whole thing flat, epoxy the bare metal, prime, block and paint. I'm thinking two coats of clear, sand then wait two days before applying the decals then two more coats of clear.

Am I going at this right?

That's the way I normally do it. Clear, resand, then add the decals, then clear again.

I would use some type of base clear like DBC500 over my base then wait the 20hrs then put the decal on then mist my first coat of clear then clear normal for the second coat . I say wait 20hr because DBC has a 24 hour recoat window before you have to rebase that way after 20hrs the gassing off should be complete and not cause bubbles under the decal.
