My Brother has a set of iroc rims that were trying
to clean. but they seem to have a powder coat on
them is there a quick way to take the powder coat off

The only way I know is media blasting. Powder coating is very chemical resistant. It would make a very good base for paint if it is in good condition with no chips in it.
