I'm getting ready to paint an old shaw motorcycle for a fella, and he has one of those stickers for the side of the tank. You put it in water to get the glue going.

my question is, can i put the sticker directly on the basecoat, or do i need to intercoat clear, put down the sticker then clear?

You should be able to apply your base let it dry up, then apply your water decal. Let the water decal dry good, then do a couple light coats of clear, before going heavy. I've only done three projects with water decals two of them went fine, the last one I did didn't like getting cleared, and it "bubbled up" alittle. It was on a antique gas pump and the customer thought it looked cool, so he took it the way it was. If you are worried about it you could always take the decal to a local sign shop and have them scan it and make it for you in vinyl.
