Working with raw tanks

All my stuff up to now has been over factory paint, at least on tanks.
I'm doing an aftermarket J&P Sportster tank with the aircraft style filler.
Couple questions, do i need to seal this tank?
I was looking into that epoxy based sealer made by Caswell (mentioned in another thread), but also noticed some guys don't seal.
Secondly, what's the best way to treat the large opening on this tank since it has the big aircraft style filler with multiple threaded bolt holes around it?
As far as keeping fuel vapors from affecting the paint.
