wrinkle around screws

what steps in the painting process help eleminate the paint wrinkling up around screw heads and where the passenger seat rubs against the paint?

it's not a chemical wrinkle it's a wrinkle made by rubbing the clear or twisting the screw.

If the clear is wrinkling from a screw turn or by rubbing it, the clear isn't set up enough to start mounting the parts back on the bike.
I try to wait 3 days after clearing before I buff out and then another couple before the customer can pick em up and I ask him to wait a couple days before assembling.
Depending on the layers, clear can take a long time to completely cure.
