The kandies are very translucent so there should be no problem with seeing the skulls. I can't comment on the number of coats because I play it by eye. 3 or 4 coats sounds reasonable but you really have to keep an eye on it because the thing with kandies, especially dark colors, is eventually they will look almost black if you put enough layers down. Once again you have to see what you like. 3 or 4 probably won't get you to the black level but maybe darker than you wanted. If your concerned with seeing through the layers, and I really can't see it it being a problem, spray the skulls between layers to protect the pearl when you retape. I would definitely try it out on a sign blank or something to see if it is a problem.
As for clear, I can't say because I take my stuff to a local automotve and motorcycle painter/repairer for clearing. I am, however, starting a new job at a sign shop where we will be clearing, so I'm gonna get some 'sperience with that. I can tell you that I've heard of people laying down 7 coats of clear and polishing back to about 4 or 5 coats, but like I said I can't give an experienced answer.
